1An Act to amend 346.02 (1) of the statutes;
relating to: the applicability of rules
2of the road to private roads located in manufactured and mobile home
3communities.
Analysis by the Legislative Reference Bureau
Under current law, rules of the road apply exclusively upon highways, with
certain exceptions. Current law defines "highway" to mean all public ways and
thoroughfares and bridges on the same. "Highway" includes roads or driveways in
publicly owned parks and in state forests that are open to the public for vehicular
travel and roads or driveways that are on the grounds of public schools and
institutions under the jurisdiction of the county. A private road or driveway is not
included within the definition of a highway.
This bill applies the rules of the road to private roads that are located within
manufactured and mobile home communities.

The people of the state of Wisconsin, represented in senate and assembly, do
enact as follows:

(1) Applies primarily upon highways. This chapter applies exclusively
2upon highways
and upon private roads that are located within manufactured and
3mobile home communities, as defined in s. 66.0435 (1) (cg), except as otherwise
4expressly provided in this chapter.

(1) This act first applies to violations that occur on the effective date of this
